Windy Hollow Mobile Home Park Cooperative Awards Davenport Excavation Contract for New Water System Construction, Phase 1
On January 3, 2022, the Windy Hollow Mobile Home Park Cooperative in Castleton, VT, signed a contract with Davenport Excavation to implement the construction of the Park’s new water system well connection. The project is funded by the Vermont Community Development Program and the Vermont Housing Finance Agency.
Project manager and grants administrator, CommonLand Solutions, managed the procurement and is monitoring work progress and payments. Trudell Consulting Engineers provided design and permitting services, and is overseeing contractor performance. The project will be completed by April, 2022.
Resident-Owned Communities
The Co-op purchased their Park in 2018, using Vermont’s Opportunity to Purchase law for manufactured home park residents, which requires sellers to offer parks to residents through a 90-day Right of First Refusal. Under this law, Cooperative Development Institute assists approximately 13 Vermont parks with resident ownership, through a model developed by ROC USA.
